Pro 11. Installed 3 times, now says Max number reached... Thought it was 10

I bought the activation serial number 2 weeks ago.  Installed it 3 times on various PC's.  I'm trying to install on my brand new laptop this evening, but when I put the serial number in, it says I have to go deactivate

 

Anyone have this issue?

I understood this lic was for 10.  These are all my own computers.
